About the Project​

European Union Kosovo Justice Sector Programme – EUKOJUST Project, is an EU funded project implemented by a consortium composed of the German Foundation for International Legal Cooperation (IRZ) as Lead Partner, and its junior partners the Dutch Center for International Legal Cooperation (CILC), and the Ministry of Justice of Croatia (MoJ Croatia). IRZ is mandated by the Federal Ministry of Justice and Consumer Protection.

The overall objective of the EUKOJUST Project is to reform the justice system in line with European and international standards.

The project’s approach is need-oriented and shall serve Kosovo’s justice sector and its citizens. It will build on the results of previous projects, and it is expected to have a positive impact on the justice sector in Kosovo. With comprehensive, consolidated legislation, in line with European standards, and strengthened capacities with fully functional, citizen oriented infrastructure, the quality of justice will be improved, thus offering better protection of rights and public interests. This will in turn contribute to public trust and increased confidence in the system.

The project duration is 40 months.

The Specific objectives of EUKOJUST

All of these four specific objectives are interlinked. The specific objectives outlined above are each divided in the expected results. The results will be met by using a result-oriented approach and the implementation of a number of activities with participatory approach. There will be activities to support the beneficiaries in reviewing and reforming regulations or legislation, or in developing strategic documents, through expert support, opinions, workshops and (round-table) discussions.

Establishing a coordination mechanism in the justice sector

Functional Review of the Rule of Law Sector finalized and Justice Sector Strategy in place.

Strengthening the Department for EU integration (6 staff members)

Strengthening the Legal Department (14 staff members)

Strengthening the Department for Free Legal Professions (7 staff members) in cooperation with Notaries/Attorneys and the Division for Administrative Supervision of Free Legal Professions

Strengthening Correctional and Probation Services

Strengthening the Department for international legal cooperation (17 staff members)

Strengthening the Institute for Forensic Medicine

 

Strengthening management and planning capacities in KPC and KJC

Improving procedures for selection and promotion of judges and prosecutors

Strengthening the Special Departments within the Basic Court Prishtina and the Court of Appeals

Strengthening planning and management capacities in KJA

Further develop initial training
